Causeway, (2009), Social Innovation Policy Tour 2009, Toronto: Charmian Love

This report summarizes the insights that were achieved by the twenty-two attendees of the 2009 Social Innovation Policy Tour in London, UK.   The purpose of this tour was to bring best practices back to Canada in the areas of: public policy; social finance; and creating an enabling culture.  The report provides an overview of the history of social innovation in Canada and discusses in details some social finance models and strategies for developing a pipeline of social enterprises from the UK.  The paper concludes with an action plan for further developing the social finance sector in Canada.  Some of the next steps involve exploring different capital market instruments to obtain further funding, determining necessary revisions to the current taxation practices, and developing a separate legal structure for social enterprises.
